Overview of the Department:-
The Department/Ministry of Women and Child Development is the apex Government body focused on the holistic development, safety, and empowerment of women and children. Key operational verticals include Mission Shakti, Mission Vatsalya and Saksham Anganwadi & Poshan 2.0.
Staff pattern with duties and responsibilities:-
1) District Coordinator (DCO), POSHAN Abhiyaan:-
Monitoring and Supervision: I. Track and review data entries related to child growth, pregnant women, and lactating mothers via the Poshan Tracker. II. Conduct random field visits and spot-checks at Anganwadi Centres (AWCs) to verify data accuracy. III. Review block-level progress reports and resolve operational bottlenecks. IV. Supervise Block helpdesk. V. Extend help for lost/stolen phones. VI. Monitor Anganwadi Worker activity reports. VII. Follow up on actions from activity reports. VIII. Any other tasks that may be assigned by the Director IX. Escalate issues as needed.
Training and Capacity Building: a. Facilitate the Incremental Learning Approach (ILA) and capacity-building sessions for CDPOs, block coordinators, supervisors and Anganwadi workers. b. Disseminate official guidelines, training manuals, and reporting formats. c. Provide technical troubleshooting for smartphones and application usage. d. Supporting training of Block helpdesk in ICT-RTM. e. Support District level ICDS Officials on usage of CAS system. f. Logging and managing issues in the issue Tracker application (CAS application). g. Provide general application support to solve issues escalated from Block level in regard to mobile application, web application or reporting.
Coordination and Convergence: a) Collaborate with line departments like Health, Education, and Rural Development to execute the Convergence Action Plan (CAP). b) Oversee district events including Poshan Maah, Poshan Pakhwada, and Community-Based Events (CBE). c) Assist the District Social Welfare Officer (DSWO) in administrative and periodic reporting tasks.
Key Objectives: 1. Prevent Stunting: Lower stunting rates in children aged 0 to 6 years. 2. Reduce Under-nutrition: Decrease underweight prevalence among young children. 3. Tackle Anaemia: Lower anemia levels in young children (6–59 months), women, and adolescent girls (15–49 years). 4. Curb Low Birth Weight: Reduce the number of low-birth-weight babies.
Scope and Target Groups: 1. Target Beneficiaries: Focuses heavily on children (0–6 years), pregnant women, lactating mothers, and adolescent girls (14–18 years). 2. Critical Window: Promote Infant and Young Child Feeding (IYCF), Exclusive Breastfeeding and appropriate Complementary feeding. 3. Geographic Reach: Implemented across all states and union territories in India down to the grassroots Anganwadi network.
Current status of the schemes/project: POSHAN Abhiyaan is now implemented under the umbrella programme of Mission Saksham Anganwadi and POSHAN 2.0 across all States and Union Territories of India. The mission continues to focus on reducing malnutrition, anaemia, underweight among the children, pregnant women, lactating mothers, and adolescent girls.
Current progress: a.Nationwide implementation through Anganwadi Centres under Mission POSHAN 2.0. b. POSHAN Tracker is being used for real-time monitoring of beneficiaries and services in the Anganwadi Centres, covering the beneficiaries. c. Growth Monitoring Devices have been provided to all the Anganwadi Centres to improve child growth assessment. d. Jan Andolan activities such as POSHAN Maah and POSHAN Pakhwada continue to promote nutrition awareness and community participation. e. Poshan Vatikas (nutrition gardens) are being promoted to encourage dietary diversity and the use of locally available nutritious foods.
2) District Project Assistant (DPA), POSHAN Abhiyaan:-
Planning and Implementation: i. Support implementation of Poshan Abhiyaan/Mission Poshan 2.0 at the district level. ii. Prepare district action plans and implementation schedules. iii. Ensure timely execution of programme activities.
Monitoring and Supervision: a. Monitor Poshan Tracker performance and key indicators. b. Conduct regular field visits to Anganwadi Centres (AWCs). c. Review progress of ICDS projects and provide feedback. d. Ensure timely submission of reports and data quality.
Training and Capacity Building: a. Organize training for CDPOs, Supervisors and Anganwadi Workers. b. Provide technical support on Poshan Tracker and programme guidelines. c. Conduct orientation on nutrition, growth monitoring and ECCE.
Coordination and Convergence: a. Coordinate with Health, Education, Agriculture, PHE, Panchayat and other departments. b. Facilitate convergence meetings at district and block levels. c. Support implementation of Poshan Pakhwada, Poshan Maah and other campaigns.
Data Management and Reporting: a. Compile, analyse and validate programme data. b. Prepare monthly, quarterly and annual reports. c. Maintain district-level records and documentation.
IEC/SBCC Activities: a. Support Information, Education & Communication (IEC) and Social Behaviour Change Communication (SBCC) activities. b. Promote awareness on maternal, infant and young child nutrition, breastfeeding, complementary feeding and Poshan Vatika.
Administrative Support: a. Assist the District Social Welfare Officer (DSWO) in programme management. b. Prepare meeting minutes, presentations and official communications. c. Follow up on decisions taken during review meetings.
Objective and scope: a. Reduce malnutrition and anaemia among children, pregnant women, lactating mothers, and adolescent girls by addressing stunting, wasting, underweight, and micronutrient deficiencies. b. Improve maternal and child nutrition through quality supplementary nutrition, growth monitoring, promotion of exclusive breastfeeding, and appropriate complementary feeding. c. Strengthen convergence among ICDS, Health, Education, Agriculture, PHE, and other line departments for effective nutrition service delivery. d. Promote behaviour change through Social and Behaviour Change Communication (SBCC) and Jan Andolan to encourage healthy nutrition, hygiene, and infant feeding practices. e. Strengthen technology-based monitoring and capacity building through the Poshan Tracker, regular training of frontline workers, and continuous programme review.
Current status of the schemes/project: POSHAN Abhiyaan 2.0 is being implemented across all ICDS Projects and Anganwadi Centres in Barpeta District. The Mission continues to focus on reducing malnutrition, stunting, wasting, underweight, and anaemia among children,Pregnant women,Lactating mothers and adolescent girls.
Current Progress: a. Beneficiary registration, growth monitoring, home visits, and Supplementary Nutrition Programme (SNP) services are being monitored through the Poshan Tracker. b. Regular Village Health, Sanitation and Nutrition Days (VHSNDs), growth monitoring sessions, and immunization activities are conducted in convergence with the Health Department. c. Poshan Pakhwada and Rashtriya Poshan Maah are observed every year to promote nutrition awareness through SBCC and Jan Andolan activities. d. Continuous monitoring is carried out to improve key indicators such as stunting, wasting, underweight, anaemia, exclusive breastfeeding, complementary feeding, and supplementary nutrition coverage. e. Capacity-building programmes for CDPOs, Supervisors, Anganwadi Workers (AWWs), and Anganwadi Helpers (AWHs) are conducted regularly to strengthen service delivery. f. POSHAN Vatikas (Nutrition Gardens) are being established and promoted at Anganwadi Centres and in the community to encourage the cultivation of locally available fruits and vegetables, improving dietary diversity and nutrition awareness. g. The District Administration, under the leadership of the District Commissioner, reviews programme performance regularly to improve nutrition outcomes through inter-departmental convergence.
3) Block Project Assistant (BPA), POSHAN Abhiyaan:-
Planning and Implementation: i. Supervising overall implementation of the Mission Activities in the Block. ii. Organization/facilitation of the training of the ICDS supervisors and AWWs in coordination with the District Team. iii. Making regular supportive supervision visits to AWCs, provide co-site support to AWWs and monitor implementation. iv. Preparing monthly progress monitoring reports in the prescribed format and submit the same to the District Coordinator etc. v. Any other task as indicated by CDPO.
Objectives: a. Ensure effective implementation of POSHAN Abhiyaan at the block level. b. Improve the nutritional status of children, pregnant women, lactating mothers, and adolescent girls. c. Strengthen monitoring, reporting, and use of technology (POSHAN Tracker). d. Support convergence among departments for better nutrition outcomes.
Scope of Work: a. Monitor and supervise Anganwadi Centres and field activities. b. Track and report nutrition-related activities such as Growth Monitoring, VHSND, IEC, ECCE, and Supplementary Nutrition Programme (SNP). c. Support ICDS officials and Anganwadi Workers in using the POSHAN Tracker and other IT systems. d. Organize and facilitate training for Supervisors and Anganwadi Workers. e. Monitor dashboards and submit timely reports. f. Provide technical support for smartphones, tablets, and software used in the programme. g. Ensure the block helpdesk functions effectively and resolves field-level issues. h. Monitor worker performance and follow up on action points. i. Perform any other duties assigned by district or state authorities.
Current status of the schemes/project: Under Poshan Abhiyaan (Mission POSHAN 2.0), the major schemes/projects and community events include: a. POSHAN Pakhwada. b. Rashtriya POSHAN Maah (National Nutrition Month). c. Community Based-Events (CBEs). d. Village Health, Sanitation and Nutrition Day (VHSND). e. Jan Andolan for POSHAN. 6. Growth Monitoring Drive. f. Infant and Young Child Feeding (IYCF). g. POSHAN Tracker
4) District Mission Coordinator, Mission Shakti- District Hub for Empowerment of Women (DHEW):-
Planning and Implementation: i. Overall management and operations of the center Coordinator at the district level. Ii. Act as the nodal person for the State Mission. iii. Review and information and data collated at SANKALP: HEW at the district level to be sent to SANKALP: HEW at the state level regarding schemes and beneficiary visits/calls. iv. Conduct atleast 6 monthly visits to the Blocks and ensure implementation of schemes of Mission Shakti at the ground level. V. Ensure that the calendar of activities or activity plan shared by the SANKALP: HEW at the state level is followed and implemented. Vi. Organize awareness camps or enrolment drives for schemes of Mission Shakti as well as other departments on a periodic basis or as instructed by the SANKALP: HEW at the district level. Vii. Field visits. Viii. Interface wit SANKALP-HEW at state and District Level.
Objective and scope: Acts as the district-level convergence and coordination centre under Mission Shakti. Facilitates women's access to government schemes, conducts awareness programmes, capacity building, grievance redressal and monitors implementation of women-centric initiatives.
Current status of the schemes/project: DHEW-Organized field activity on A. Quarter-1 (April-June)2026 Activity Name- 1. Pmmvy Enrolment camp. 2. Observation of A Day against Superstitious Bellefs in Honor of padmashri Birubala rabha. 3. Two no's of Steet Play on Gender Awareness Programme. B. Quarter-2 (July-September)2026- 1. Organized Nine no's of Awareness campaign against Human trafficking at Block level.
5) DPC (PMMVY and Financial Literacy Specialist), Beti Bachao Beti Padhao (BBBP):-
Planning and Implementation: i. Answer queries related to women employment, leadership, and entrepreneurship and link them to the nearest Government run skill development centre. ii. Provide detailed up-to-date information about the concerned scheme or program in the query. iii. Provide contact information of the department/scheme SPOC. iv. Conduct periodic visits to the blocks and panchayats in the districts and conduct awareness camps and campaign programmes on schemes and programs pertaining to women employment entrepreneurship. v. Conduct field visits to attend meetings with SHGs, VOS, CLFs, and CBOs and Work with the Gender Specialists on awareness campaigns and coordinate and help gender experts conduct events to mobilize community on gender issues.
Objective and scope: To improve the child sex ratio, ensure survival, protection and education of the girl child, prevent gender discrimination and promote the value of girls through awareness and community participation.
Current status of the schemes/project: BBBP-Organized field activity on A. Quarter-1 (April-June) 2026 Activity Name- 1. Two nos of Awareness programme on Menstrual Hygiene Day Celebration 2. Two nos of Awareness programme on Gender Sensitization Workshop and gender equality. B. Quarter-2 (July-September)2026 1. A one Awareness programme on Menstrual Hygiene 2. Five no's of Programme on Gender Equality 3. Seven nos of A. Programme on Child marriage at Block level.
6) Gender Specialist - Sambal, Pradhan Mantri Matru Vandana Yojana (PMMVY):-
Planning and Implementation: i. Receive visiting women/attend incoming calls. ii.Record personal information as well as nature of query using proforma. iii. Training and Capacity Building. iv. Answer queries related to Sambal sub-scheme under Mission Shakti or refer/link the women beneficiaries to the nearest institutions like One-Stop Centres. v. Provide detailed up-to-date information about the concerned scheme or program in the query. vi. Refer beneficiary to the right official in the right department, along with contact information of the department/scheme SPOC. vii. Work with the Financial Literacy Specialist with awareness campaigns and capacity building of stakeholders. viii. Field visits.
Objective and scope: Provides cash assistance to eligible pregnant women and lactating mothers to improve maternal health and nutrition, encourage institutional care and partially compensate for wage loss during pregnancy and childbirth.
Current status of the schemes/project: PMMVY Enrolment Report upto 31st July Total 9 No's of ICDS Project under DSWO office Barpeta Name of ICDS Project- Barpeta, Bhawanipur, Chakchaka, Cenga, Gomafulbari, Mandia, Pakabetbari, Rupshi and Sarukhetri. INDICATIVE Target FY 2026-27 Total- 14220 no's Beneficiaires Enrolled - Total- 5456 no's till 31st July.
7) Gender Specialist -Samarthya, One Stop Centre (OSC - Sakhi):-
Planning and Implementation: i. Receive visiting women/attend incoming calls. ii. Record personal information as well as nature and using proforma. iii. Training and Capacity Building. iv. Refer beneficiary to concerned specialist in the center. v. Answer queries related to Samarthya sub-scheme under Mission Shakti. vi. Provide detailed up-to-date information about the concerned scheme or program in the query. vii. Refer beneficiary to the right official in the right department. Provide contact information of the department/scheme. Viii. Field visits.
Objective and scope: Provides integrated support and assistance to women affected by violence, including emergency response, police assistance, medical aid, legal aid, psychosocial counselling and temporary shelter under one roof.
Current status of the schemes/project: Number of the women assisted at/through OSC(Case Type) Eloping-09,DV-05, Trafficking-08, Rape-01, Kidnapping-03, Cyber Crime-02, POCSO-04, Runway-02, Rescue-01, Depression & Anxiety-01, GBV-01, Sexual Violence-01 Total nos of Victim 38 no's during the Month of July 2026. And Assistance provided by the OSC during the month- Counselling-36, Shelter-26, Re-shelter-05.
8) DPA (IT-Mission Shakti), Nari Adalat:-
Planning and Implementation: i. Responsible for data entry related to other schemes of Mission Shakti. ii. Document the activities conducted under Mission Shakti and ensure entry intorelevant portals. iii. Trouble shoot for any IT/technical issues for any portals/apps/dashboard under Mission Shakti. iv. Collect and collate data for other schemes under MissionShakti. v.Attend Gram Panchayat meetings and share this information with SANKALP:HEW at the state level as part of monthly report.
Objective and scope: A community-based women's grievance redressal mechanism that promotes mediation, gender justice, legal awareness and resolution of minor disputes at the Gram Panchayat level.
Current status of the schemes/project: Number of the cases FY:2026-27 Mental and physical harassment- 8No's Domestic Violence- 16No's Total-24No's Case Solved by Nari Adalat-21No's and 2No's of case refer to OSC,DLSA and one case is not solved till now.
9) Accounts Assistant, Shakti Sadan:-
i. Preparing Utilization Certificate and SOE. ii. Ensure budget utilization at the SANKALP: HEW for the entire state, including SANKALP: HEW at the district level. iii. Verifying expenditure incurred as reported by the districts. iv. Accounts Keeping.
Objective and scope: Provides safe shelter, care, protection, rehabilitation, counselling, skill development and reintegration support to women in difficult circumstances, including survivors of trafficking and violence.
Current status of the schemes/project: Currently done by NGO, There are five inmates here through refer by OSC, DCPO, Police etc
10) DEO(IT-PMMVY), Shakti Sadan:-
i. Conduct field trips for SANKALP: HEW personnel at the district level to oneblock per week. ii. Collect and collate data regarding PMMVY. iii. Prepare monthly reports for PMMVY to share with SANKALP: HEW at the state level. iv. Attend Gram Panchayat meetings and share this information with SANKALP:HEW at the state level as part of monthly report. v. Record Keeping.
Objective and scope: Provides safe shelter, care, protection, rehabilitation, counselling, skill development and reintegration support to women in difficult circumstances, including survivors of trafficking and violence.
Current status of the schemes/project: Currently done by NGO, There are five inmates here through refer by OSC, DCPO, Police etc
11) MTS, Shakti Sadan:-
